Fredric W. Pullen MD, FACS
Professor of Otolaryngology and Head and Neck Surgery
The University of Miami, Miller School of Medicine

Dr. Pullen studied bacteriology at the University of Michigan and received his Doctor of Medicine at the University of Michigan Medical School, where he published his first of many peer-reviewed scientific articles and several books. He continued his studies at Harvard Medical School and the Massachusetts Eye and Ear Infirmary/Massachusetts General Hospital in Boston, in Otorhinolaryngology.


Dr. Pullen served in the United States Air Force (USAF) as an ear, nose, and throat (ENT) specialist and vice commander of the 7272 USAF Hospital, where he obtained Major's rank. After his service, he returned to academic medicine at the University of Miami, becoming a clinical professor in the Otolaryngology department and a consultant to the Air Force Surgeon General. In addition, he began treating allergic diseases using skin testing and oral and subcutaneous immunotherapy in his private practice.


Dr. Pullen is currently a Fellow with several leading medical organizations:

  • American College of Surgeons
  • American Academy of Facial Plastic and Reconstructive Surgery (emeritus)
  • American Academy of Otolaryngology-Head and Neck Surgery
  • Past president of the American Neurology Society

He is a member of other prestigious and respected medical organizations, including the American Laryngological, Rhinological, and Otological Society, the American Academy of Otolaryngic Allergy, and the American Medical Association. Dr. Pullen is also a recipient of the Honor Award from the American Academy of Otolaryngology.

Vice President of Business Development

Mr. Davila has over 20 years of experience with managed care government programs. In his early career, he participated in the launch and development of Century Health Plans – Medicaid MCO assisting in its growth and eventual acquisition by PCA. In 2003, he joined WellCare Health Plans, where he led their South Florida Medicare Sales organization overseeing the business development of a $500 million market consisting of over 20,000 affiliated Medicare beneficiaries within Southeast Florida.

In March of 2010, he joined HealthSun’s family-owned Managed Healthcare Partners-MSO and spearheaded their tactical IPA/MSO Medicare/Medicaid risk and business development organization. In addition, he oversaw the implementation of internal sales organizations, provider relations, and member support units tailored towards developing and supporting medical center staff models specializing in the unique needs required for growth, retention, and risk management of Medicare beneficiaries. As a result, the organization matured into five medical center staff models over 3,000 affiliated Medicare beneficiaries during four years.

Joseph P. Navarra R.Ph., FACA, Head of Pharmacy

Mr. Navarra is the owner of the Town Total Compounding Pharmacy in Melville, NY, a PCAB accredited pharmacy for sterile and non-sterile products specializing in dosage forms individualized for specific patient needs. For over a decade, he managed and controlled investigational compounds used in AIDS clinical trial group studies sponsored by the Division of AIDS for SUNY-Downstate Children's Hospital, Harlem Hospital, and Kings County Medical Center. His experience in formulating medications for use in clinical trials has grown to include collaborations with NYU's Dysautonomia Center for Parkinson's research, Mount Sinai's Department of Psychiatry, and Montefiore's Department of Dermatology. He has received advanced training in medication therapy management and pharmacy-based immunization and is a full fellow of the American College of Apothecaries. Mr. Navarra plays an active role in local, state, and national-level pharmacy organizations. He is currently on the New York City Pharmacists Society Board. He has held vice president, president, and chairman positions in both the Pharmacist Society of the State of New York. He was the past chairman of the Compounding, IV, & Nuclear Pharmacy Academy of New York. Joseph is a graduate of St. John's University College of Pharmacy and Allied Health Professions.

Andrew S. Poster, B.S., Pharm.D., Quality Assurance Officer and Clinical Specialist

Andrew S. Poster received his B.S. in Biology from Long Island University’s C.W. Post Campus in Brookville, NY, and his Doctor of Pharmacy from Lake Erie College of Osteopathic Medicine in Bradenton, FL. He graduated Cum Laude with both of his degrees and was a member of both the Beta Beta Beta Biological Honor Society and the Rho Chi Pharmacy Honor Society. Andrew has been practicing pharmacy for over ten years as a technician, intern, and pharmacist. Andrew keeps involved with many pharmaceutical organizations such as a PSSNY and has advanced training in USP <795> and <797> non-sterile and sterile compounding. As the quality assurance officer, Andrew is responsible for ensuring and enforcing all quality assurance practices, including proper maintenance, biological testing, and monitoring of all equipment and the sterile compounding room. As a compounding clinical specialist, he formulates and prepares patient prescriptions based on a prescribers’ order, according to USP < 795> and USP <797> standards. He supports our physicians, dentists, veterinarians, and their staff members, with help in addressing unique patient needs. He supports our patients with knowledge and information about their medication and assists with instruction on properly using their medication.

Total Town Compounding Center has a mission to help keep patients healthy. Joseph Navarra, owner, and pharmacist has over 22 years of compounding experience. He started customized compounding in 1994 to support the growing need for pediatric dosage forms of HIV medication. Our unique service range then progressively grew to meet patients' immediate and ongoing needs, caregivers, and prescribers.


Exclusively a compounding pharmacy, Total Town Compounding Center specializes in meeting specific patient needs. The pharmacy is a member of the Professional Compounding Centers of America (PCCA), the International Academy of Compounding Pharmacists (IACP), and the Pharmacists Society of the State of New York (PSSNY).
